this is due to the highways agency introducing new standards for traffic cones to help increase safety measures around work and construction sites, the different coloured cones each easily indicate a different hazard to both road users, worksites and construction sites. The green/ white cone is to indicate an access point to another lane. These are mostly used on motorways during times of road works.
